Historical Note

The United Paper Workers International Union (UPIU) represents over 250,000 men and women in the wood products industry in the United States and Canada. Prior to 1937, the International Brotherhood of Papermakers and the International Brotherhood of Pulp, Sulphite, and Paper Mill Workers represented labor in the paper industry. In 1937, the Congress of Industrial Organizations established United Paper Workers of America. The union of the American Federation of Labor and the CIO in 1957 resulted in the formation of the United Pulp and Paper workers (UPP). In 1972, the UPP merged with sulphite workers to form the UPIU.

UPIU locals 21, 110 and 209 are located in Escanaba, Michigan, at the Mead, Inc., paper plant.

Scope and Contents Note

This collection provides extensive documentation on the management of an active labor union in the southern Upper Peninsula of Michigan. The collection consists of correspondence, contract records, meeting minutes, reports, financial records, and publications dated from 1916 to 2009. Of particular note are the verbatim minutes for contract negotiations in 1986 and 1989. The collection also contains a complete set of regular monthly meetings of the membership, 1977-1982. Also included in this collection are Trades and Labor Council Constitution and By-Laws from 1916 and 1963. The collection also contains copies of Labor Agreements for Locals 21, 110, and 209. Correspondence tends to focus on internal memoranda related to work procedures and policies. Included in this collection are four dvds. The lack of any financial information and incomplete record of meeting minutes are the collection's primary weaknesses.

Arrangement Note

This collection is arranged into nine series: I. Correspondence; II. Meeting minutes; III. Contracts and agreements; IV. Contract negotiation minutes; V. Reports; VI. Constitution and By-Laws; VII. Policy Brochures; VIII. Labor Agreements; and IX. DVDs.

The series contain:

Series I: Correspondence This record series documents much of the regular administration of the union and includes membership rosters, by-laws and constitutions, and rules on the disposition of political funds.

Series II: Meeting Minutes This record series consists of regular meeting minutes from 1977 to 1982. The series also includes monthly labor relations minutes from 1977 to 1981.

Series III: Contracts and Agreements This record series consists of labor contracts with Mead Paper, monetary and non-monetary agreements, contract analysis, records of labor-management sessions, contract reports, and union election results.

Series IV: Contract Negotiation Minutes This record series contains minutes of contract negotiations and the Area 10 contract analysis.

Series V: Reports This record series consists of various reports and studies either published by the union, Mead Paper, or consultants, including the Mead Paper Annual Report and the Mead Paper Bulletin.

Series VI. Constitution and By-Laws This record series consists of the Constitution and By-Laws for the Trade and Labor Council of Escanaba (1916) and for the Delta County (Michigan) Trades and Labor Council (1963).

Series VII. Policy Brochures This record series consists of the Upper Peninsula Construction Industry Drug and Alcohol Policy and Program (1999) and the MeadWestvaco: Escanaba Operations Employee Safety Handbook (2003).

Series VIII. Labor Agreements This record series consists of Labor Agreements for Locals 209, 110, and 21 located in Escanaba, Michigan (1966-2008).

Series IX. DVDs. This record series consists of four DVDs; "John McCain on the Issues"; "Platform for Change"; "Highlights from the UHW rank-and-file video coverage of the June 2008 SEIU Convention in San Juan, Peurto Rico"; and "Machinists Host Global Transportation Day of Action"
