Biographical Sketch:

Patrick M. Gagliardi was born in Bay City, Michigan, on December 14, 1950.  He graduated from Midland High School and went on to receive his B.A. degree from Lake Superior State University in 1974.

Gagliardi was elected to the Michigan House of Representatives as a democrat in November, 1982.  He represented district 107, which included most of the eastern Upper Peninsula, until 1998.  These counties included Alger, Chippewa, Emmet, Luce, Mackinac, and Schoolcraft.  Gagliardi was involved with a number of environmental issues throughout his time in office.  He strove to save lighthouses and to preserve the underwater history of the great lakes.  Gagliardi was also an advocate of libraries and museums and played a big part in the controversial closing of the mental health facilities in Newberry, Coldwater, and Muskegon, Michigan. 

Gagliardi served on many House committees during his tenure.  These committees included Colleges and Universities (1983-1984), Conservation and Environment (1983-1986), Economic Development and Energy (1983-1984), Senior Citizens and Retirement (1983-1986), Tourists and Recreation (1983-86), Agriculture and Forestry (1985-1986; 1991-1994), Education (1985-1986), Appropriations (1987-1988), House Oversight and Ethics (chair for 1989-1994; minority vice chair for 1995-1996), Joint Statutory Standing (1991-1992), Legislative Council (1989-1996), Forestry and Minerals (1991-1992), Joint Capital Restoration (1991-1996), Michigan Capital (1991-1992), Constitution and Women’s Issues (1989-1990), House Majority Floor Leader (1995-1998).

Scope and Content Note:

The collection documents Pat Gagliardi’s political career in the Michigan House of Representatives.  The collection includes, but is not limited to, newspaper clippings, brochures, correspondence, petitions, laws, bills, personal notes, grant applications, blue prints, maps, reports and studies, meeting minutes, and photographs.  The collection is only partially processed and currently arranged into one record series: Project Files.  Among the most significant subjects of interest to the researcher are Gagliardi’s work with the Department of Mental Health, including the controversial closing of the Newberry, Coldwater, and Muskegon mental health facilities.  Other significant issues include the Alger County Underwater Shipwreck Preserve, the Curtis Library Restoration, and the DeTour Reef Lighthouse.

Series I: Project Files, 1983-1998

This record series is divided into two sub-series: Upper Peninsula Projects and Lower Peninsula Projects.  The folders are arranged alphabetically and items are arranged chronologically within folders.   Records include correspondence between Gagliardi and various public officials active in each project.  The series also contains newspaper clippings, brochures, petitions, proposals, grant applications, and copies of proposed legislation related to the projects.
